Apply glitter in a swirl around cup. I put the color my spots will be on down first.

Next layer in your other colors. Just follow the swirl you created in step 1.

I let mine sit for a few hours, or overnight. Now its ready for the spots to be added.

Use Mod Podge to apply the middle of the spots. Direct to the glitter. Cup has not been sealed.

Add black paint to mod podge before applying outline to spots.

Dab mod podge around spots for outline.

Let dry for a few hrs then lightly dust off around the spots and seal with clear spray paint.
