Make a small dot in the middle of the page, then make a circle around it

Make the dot bigger and create an outline around the iris

Start shading in the iris inwards and add the ends of the eye

Start drawing lines going towards from the pupil. Make sure to vary the height

Trace a squiggly line around the end of the lines and make a dark edge around each peak

Start drawing lines towards the squiggle line, just stopping before it

Add a line below the bottom of the eye and shade, the fill in the edge of the eye.

Add a line on top of the eye (the eyelid) and shade towards the eye.

Start adding eyelashes. Make sure they are varying in size and that the bottom ones are smaller.
