Many artists paint their own papers to cut up for collages. One famous example was Henri Matisse.

Mr. Matisse painted white paper with gouache paint in solid colors and let them dry on his wall.

He then cut these papers in to shapes for his collage art. Matisse worked on these in the 1940s.
